As students, you play a pivotal role in embodying the values of integrity, responsibility, and respect outlined in the Ministry of Higher Education and Scientific Research’s Code of Conduct. This document provides essential guidelines for your behavior, both within the academic setting and beyond. Upholding these standards ensures the creation of a secure and inclusive space where every member can flourish academically and personally.

It is crucial to familiarize yourself with the Ministry’s Student Code of Conduct, as it not only delineates expectations but also highlights available resources to support you on your academic and personal journey. Your adherence to these principles is vital in cultivating an environment that fosters learning, collaboration, and the overall well-being of our educational community.

Instructions for Student Discipline in Institutions of the Ministry of Higher Education and Scientific Research, as amended by Regulation No. 169 of 2018.

• Based on the provisions of paragraph (2) of Article (37) and paragraph (2) of Article (47) of the Law of the Ministry of Higher Education and Scientific Research No. (40) of the year 1988.

Article 1

The student shall commit to the following:

First: Compliance with internal laws and regulations, instructions, Research and and its institutions (universities, academic bodies, colleges, and institutes).

Second: Not to prejudice religious beliefs, national unity, nationalistic sentiments or to intentionally engage in stirring up sectarian, or ethnic, or religious strife, in statements or deeds.

Third: To not insult the Ministry’s reputation or its institutions; in statements or deeds, inside or outside it.

Fourth: Avoid everything that is inconsistent with university behavior in terms of exemplary conduct, respect for administration, faculty, staff, good relations, and cooperation within the student body.

Fifth: Disciplined and upright conduct that will positively affect the student›s chances of employment, scholarship nomination, and overseas study

Sixth: Refrain from any action that would disturb order, serenity, and peace inside the university campus (college or institute), or participate in it, incite it, or cover up for those who do it.

Seventh: To protect the academic materials and property of the university, academic body, college, or institute.

Eighth: To neither impair nor impede the proper conduct of the study (And to) observe proper behavior the holding of classes, lectures, workshop seminars, or activities that are held on the university campus (college or institute) requires.

Ninth: To observe the dress code for students. However, this shall be in accordance with the particulars of each university, academic body, or institute.

Tenth: To not call for establishing organizations that deepen division among people or practice any type of political, religious, or social persecution.

Eleventh: To reject the propaganda of any political party, political organization, or ethnic, national, or sectarian group, whether through hanging pictures, banners, posters, or holding seminar workshops.

Twelfth: To not invite political party figures to give lectures or hold partisan or religious propaganda seminars inside the university campus This is to protect national unity.

Thirteenth: Not to use a mobile phone, personal computer, or other devices in a way that harms fellowship relations and public manners on campus.

Fourteenth: Not to come to the college or institute in a state of drunkenness or under the influence of a narcotic.

Article 2

A student shall be punished with a notification if he/she commits any of the following:

1. By not wearing attire in compliance with the dress code of the university or academic body.

2. By inducing harm to the camaraderie between or by verbally assaulting one of the other students.

Article 3

A student shall be punished with a warning if he/she commits any of the following violations:

1. This applies to a previous recipient of a notice (for a violation or infraction).

2. Disruption of order, peace, and serenity In the university, academic body, college, or institute.

Article 4

A student shall be punished with dismissal for a period of (30) thirty days if he/she commits one of the following violations:

1. This applied to a previous recipient of a warning penalty.

2. Verbally assaulting a university employee who is not a faculty member.

3. Defamation of a faculty member, causing harm to him/her inside or outside the college or institute.

4. Placing posters inside the university campus in such a way as to violate public order and morality

Article 5

A student shall be punished with temporary dismissal from the university for a period not exceeding one academic year if he/she commits one of the following violations:

First: If he/she repeatedly commits one of the acts stipulated in Article (4) of these instructions.

Second: Practicing or instigating sectarian or ethnic blocs or political or partisan gatherings on campus.

Third: Physically assaulting a university employee who is not a faculty member.

Fourth: Employing violence against (a) fellow student(s), threat, or blackmailing by means of photographs, recordings, or by any other means.

Fifth: By threatening to engage in acts of armed violence.

Sixth: carrying licensed or unlicensed weapons of all types, such as sharp tools or other hurtful tools inside campus and its facilities.

Seventh: Causing intentional damage or extreme neglect to the properties of the university, college or institute.

Eighth: Disrespecting national unity or religious beliefs.

Ninth: Verbal disrespect to one of the faculty members inside or outside the college or institute.

Tenth. Disparaging the university’s reputation or the college by words or actions.

Eleventh. Intentional violation of the educational process.

Twelfth. Proof of committed fraud on his colleagues and members of college or institute.

Article 6

The student shall be sanctioned with permanent expulsion from the university or the college or institute with an agreed-upon decision by the university’s council, and the dismissal record shall be issued in case of the following violations:

First: In case any of the violations of article (6) stipulated in these instructions were repeated by the student.

Second: verbal assault to one of the faculty members or instructors inside the college or institute.

Third: By committing an indecent act in violation of public order and morality

Fourth: Presenting any forged documents, books, or records, knowing they are forged, or being among those who instigated forgery.

Fifth: Proven to have committed an act that compromises security and tranquility within the university campus, participating in it, or aiding and abetting it.

Sixth: When sentenced for a felony or misdemeanor involving dishonor, with a sentence duration of more than one year.

Article 7

First: The imposition of the penalties stipulated in Articles ( (3) ,(2 5) ,(4)), and (6) of these instructions on the violating student does not prevent the imposition of other penalties if the violation falls under the scope of penal laws.

Second: If a criminal lawsuit is filed against a student for an act attributed to them outside the university campus, disciplinary punishment consideration is postponed until the final verdict is issued in the criminal lawsuit.

Article 8

First:

A. The dean of the college or institute shall form a student disciplinary committee chaired by the deputy dean and with the membership of two faculty members, one of whom shall be a legal expert, and one of the administrative staff members shall be assigned as the committee rapporteur.

B. The dean of the college or institute may seek the assistance of one of the legal faculty members from outside the college or institute to join the committee referred to in paragraph (A) of this clause.

Second: If the committee believes that the student›s act constitutes a crime under penal laws, it must recommend referring the student to the competent court.

Article 9

No disciplinary penalty may be imposed unless recommended by the student disciplinary committee.

Article 10

Disciplinary penalties stipulated in these instructions shall be imposed by the decision of the college or institute council, and
the council may delegate its authority to the dean of the college or institute.

Article 11

First: The student expelled from the college or institute has the right to appeal against the expulsion decision before the Administrative Court in accordance with the law.

Second: The expulsion periods stipulated in these instructions are not counted towards the absenteeism periods stipulated in Article (9) of Examination Instructions No. (134) of the year 2000.

Article 12. (canceled).

Article 12: (Rescinded).

Article 13.

The penalty decision shall be posted on the college or institute›s announcement board for no less than fifteen days and the student›s guardian shall be notified in writing.

Article 14.

The Higher Education Student Discipline Instructions No. (19) of the year 1989 are hereby repealed.

Article 15.

These instructions shall be implemented from the date of their publication in the Official journal.
