Office of Institutional Effectiveness

The Office of Institutional Effectiveness (OIE) supports the American University of Iraq – Baghdad’s commitment to academic quality, evidence-based decision-making, strategic planning, and continuous improvement.

OIE works collaboratively with academic and administrative units to ensure that institutional goals, student learning outcomes, and operational priorities are aligned with national and international best practices, including U.S. regional accreditation standards.

Through integrated planning, assessment, data analysis, and reporting, OIE helps the university monitor progress, demonstrate effectiveness, and strengthen institutional performance in support of its mission.

Our Role

The Office of Institutional Effectiveness serves as a central hub for:

  • Institutional research and data analytics
  • Academic quality assurance and accreditation support
  • Strategic planning and performance monitoring
  • Assessment of student learning and program effectiveness
  • Institutional surveys and stakeholder feedback

OIE promotes a culture of reflection, accountability, and continuous improvement across the university.

Core Functions

  • Collects, analyzes, and reports institutional data to support planning and decision-making
  • Develops key performance indicators (KPIs) aligned with strategic priorities
  • Supports enrollment analysis, retention, graduation, and student success metrics

  • Supports the development and assessment of Program Learning Outcomes (PLOs) and Student Learning Outcomes (SLOs)
  • Leads curriculum mapping and constructive alignment initiatives
  • Supports program review and academic quality enhancement processes

  • Coordinates institutional accreditation readiness and reporting
  • Supports alignment with U.S. regional accreditation standards (e.g., WSCUC)
  • Works with colleges on specialized and professional accreditation requirements

  • Supports institutional strategic planning and progress tracking
  • Develops monitoring tools and annual effectiveness reports
  • Ensures alignment between mission, goals, outcomes, and evidence

  • Designs and administers institutional surveys (students, faculty, staff, alumni)
  • Analyzes survey results and shares actionable insights
  • Supports units in using feedback for improvement

Meet Our Team

Hayfa Jafar

Director of Institutional Effectiveness

Dr. Hayfa Jafar is the Director of Institutional Effectiveness at the American University of Iraq – Baghdad, with extensive experience in institutional research, quality assurance, and evidence-based decision-making in higher education across Canada and the Middle East. Previously, she was Institutional Research Manager at Georgian College. She leads research using quantitative, qualitative, and mixed methods on student retention, graduate outcomes, student experience, strategic planning, program review, accreditation, and new program development. Her doctoral work examined internationalization and the establishment of foreign universities in post-conflict Iraq; her interests include international student mobility, labor-market outcomes of internationally educated graduates, and universities’ social impact.
