Job Title: Finance Officer
Department: Continuing Education Institute (CEI)
Location: American University of Iraq, Baghdad (AUIB)
Reports To: CEO of CEI, with coordination with AUIB’s Main Financial Administration Department

Position Summary

The Continuing Education Institute (CEI) at AUIB seeks a Finance Officer to oversee financial operations, including budgeting, financial consulting, reporting, and compliance. The Finance Officer will manage both general and project-specific budgets, support financial decision-making, and ensure compliance with financial policies and procedures. This position requires close collaboration with CEI leadership and AUIB’s accounting department.

Key Responsibilities

Budgeting (General and Project-Based)

  • Develop and manage CEI’s overall budget, including project-specific budgets.
  • Monitor expenses to ensure adherence to approved budgets and financial plans.

Financial Consulting

  • Provide financial guidance to CEI management to support decision-making and long-term planning.
  • Offer financial advice and assistance with project implementation as needed.

Bursar Responsibilities

  • Oversee CEI’s financial transactions and manage cash flow and payment processing.

Financial Analysis and Reporting

  • Conduct financial analysis and prepare monthly, quarterly, and annual reports.
  • Provide insights into financial performance and budget variances to CEI leadership and AUIB’s accounting department.

Expense Reporting

  • Review and compile expense reports to ensure accuracy and compliance with AUIB financial policies.
  • Track project-specific expenses and provide transparent financial reporting.

Accounts Payable and Receivable

  • Manage accounts payable and receivable, ensuring timely payments and collections.
  • Reconcile bank statements regularly to maintain accurate financial records.

Payroll Management

  • Coordinate payroll processing with AUIB’s accounting department to ensure timely and accurate payment for CEI staff.

Project Implementation Support

  • Provide financial guidance and support for project implementations.
  • Participate in project-related activities that require financial oversight.

Financial Systems and Procedures

  • Develop and implement financial systems and procedures for CEI.
  • Train and support CEI staff on financial best practices.

Qualifications

Education

  • Bachelor’s degree in Finance, Accounting, or a related field.

Experience

  • Minimum of 3-5 years of experience in finance or accounting, preferably in an educational or non-profit setting.

Skills

  • Strong proficiency in financial analysis, reporting, and budgeting.
  • Advanced knowledge of financial software and Microsoft Office, especially Excel.
  • Strong analytical skills and attention to detail.
  • Excellent communication skills, with the ability to provide financial consultation and collaborate effectively.

Working Conditions

The Finance Officer will be based at CEI on the AUIB campus. Occasional additional hours may be required for project deadlines or audits.
