In a step that reflects the commitment on part of the American University of Iraq – Baghdad (AUIB) to bridging legal education with practical application and public policy-making, a number of students and graduates from the university’s College of Law presented draft proposals for innovative environmental legislation before members of the Iraqi Council of Representatives, as part of the “Youth Environmental Legal Leadership (YELL) Program,” in collaboration with the Institute for International Law and Human Rights (IILHR) and AUIB’s College of Law.
The draft laws prepared by the students and graduates addressed a number of priority environmental issues, including enhancing investment in waste recycling and the development of legal frameworks supporting sustainable development, in addition to new legislative topics that had not previously been addressed in a specialized manner. The proposals also included amendments to certain existing laws, alongside the preparation of draft independent environmental legislation that responds to current challenges and aligns with best international practices.
During the meeting, the students and graduates discussed their proposals with members of the Parliamentary Committee on Agriculture, Water, and Marshes, the Parliamentary Legal Committee, and the Parliamentary Committee on Investment and Development, where extensive discussions took place covering the legal, technical, and economic aspects of these initiatives. MPs commended the scientific and practical caliber of the proposals and the efforts on part of the students and graduates in their preparation. The discussions resulted in legislators adopting these proposals to advance them in coordination with relevant government bodies such as the Ministry of Environment, thereby transforming these proposals into actionable legislative initiatives that serve the public interest. The upcoming phase will witness direct collaboration between the students, graduates, and the ministries and competent authorities to complete the development and refinement of these proposals, ensuring the highest levels of legislative effectiveness and the full utilization of the innovative ideas presented by the youth.
This initiative embodies the unique approach of AUIB’s College of Law, based on empowering students to transition from the classroom to active participation in legislation-making and public decision-making, preparing them to be partners in addressing national challenges through innovative and implementable legal solutions. This achievement reaffirms the university’s vision of graduating legal professionals who not only study law but also contribute to its development and application in the service of society and the state, through pioneering ideas that transcend traditional frameworks and respond to Iraq’s future needs.
